Illegal betting remained a central enforcement concern. In December 2025, the Gambling Authority and Financial Intelligence Agency were reported to be investigating eight foreign-based betting websites allegedly using local proxies to operate in Botswana.
Authorities were also reported to be working with communications and financial-sector bodies to restrict access to illegal platforms and disrupt associated payment channels.
With parliamentary approval secured, attention will now turn to presidential assent, commencement and implementation. The Gambling Authority will face the task of translating the proposed reforms into stronger digital oversight, more effective action against unlicensed operators and practical customer safeguards as Botswana’s regulated market continues to expand.

Replacing Miller as treasurer is Ian Angus, director of policy at the UK Gambling Commission where, since 2020, he has been closely engaged in policy development. This includes the Gambling Act white paper and its recommendations on financial risk assessments.
His appointment signals a continuation of UK influence within GREF, even as the Gambling Commission undergoes personnel changes. Ruth Evans was named the new Gambling Commission chair, taking over from Charles Counsell after over a year in the position.
In addition, Olivia Petit has been appointed as board secretary of GREF. Petit is an associate professor at KEDGE Business School, where her research specialises in consumer behaviour in digital environments and emerging technologies.

For Yggdrasil, Game in a Box and Studio in a Box are therefore intended to become more than tools for its own development operation. Curwen envisages them supporting a wider creator ecosystem, although he acknowledges that proving the model commercially must come first.
“We’re still early,” he says. “The priority is to prove the model properly; make sure the games perform and demonstrate that it works commercially. If we do that, I think the opportunity is significant.”
Five years from now, Curwen expects the development landscape – and the studios operating within it – to look markedly different.
