The proposal establishes criteria for classifying products according to their potential for harm. Products classified as high-risk will be subject to specific harm reduction measures. Products with excessive risk may not be offered. This category includes products with outcomes determined by random mechanisms, continuous cycles and variable rewards, such as roulette, slot machines, collision games and simulated virtual sports.

Black Cube, an intelligence firm hired by Playtech in 2020 to look into alleged illegal behaviour at its rival Evolution, released a divisive report into Evolution’s actions. Evolution denied and refuted much of its findings.
Evolution then commissioned Spectrum Gaming Group to produce a report on its actions and the validity of the Black Cube report. Produced in 2022, the report has long been subject to confidentiality despite Evolution claiming the report exonerated the company.
Playtech on Wednesday published a statement highlighting what it claimed were compliance failures at Evolution, written into the Spectrum report.

Through July, the Las Vegas Convention & Visitors Authority (LVCVA) reported that visitor volume has rebounded only 0.5%. 2026 followed a difficult 2025, where visitation crashed 7.5%.
Far fewer travelers are arriving in the casino town by air this year. Harry Reid International Airport reported 30.2 million passengers through July—a 6.9% drop from the same period in 2025—with international traffic down nearly 9%.
The LVCVA and Harry Reid International Airport have not yet released their August reports. Truist Securities analyst Barry Jonas isn’t expecting a major rally.
